EducationCivic Education and literacy activities strengthen civil society by supporting village committees, translating and recording natioanl laws on cassette tapes, video projections and Reflect circles. One objective has been to inform communities about the electoral process in order to increase participation in local decsion making. In 2004 56% of the population in the three communes voted in local elections, a higher turnut than the national average of 43%. Civic education also strengthens land management and J&D encourages local land agreements and the protection of the environment (for example through promoting the use and production of more efficient cooking stoves). | ||

Literacy is one aspect of the work happening in the Reflect circles which exist in the villages where J&D is active. The themes, which are identified by the circles and the NGO, focus on decentralisation, citizens rights and responsabilites, local developpement, health, agriculture and other related topics, taking into account participants' literacy needs. An evaluation in 2007 found that 60% of the 1 094 participants (425 men and 669 women) have learnt to read, write and calculate through attending sessions that take place about three times a week. The 80 facilitators of the programme meet regularly to discuss their work and take part in periodic training sessions. Action points are developed and implemented by the 40 circles and local civic education committees. |

| Top of the page | A comunity newspaper called Jekamiiri Kunkan was created in Manankoro in 2003 by Reflect facilitators and in 2004 a managment committee was set up. Members were trained and provided with equipment and materials and a partnership was established to enable the paper to be professionally printed. Up to 2008, 7 editions covering civic education and other themes have been produced and sold in over 30 villages. | |
| Education for children out of school: In 2005, following the arrival of significant numbers of children in Reflect circles, experimental accelerated learning centres were established for children who were not attending school. They offered the possibility of transferring to the fourth year of primary school at the end of the course. In 2008 21 centres have been set up and of the 396 girls and boys who have enrolled, 304 have transferred to the formal system and are attending primary school. |
